Smith Rock State Park to open… just not if you’re from Portland

“Don’t hop in your car in Portland and rush out to the park,” Havel said. “This is for people who are already in the area.”

The idea is to keep crowds small, Oregon state parks spokesman Chris Havel said, and to maintain Smith Rock as a place for locals – not a destination for people from Portland or other nearby metropolitan areas.
